Regional w/ Fastest Flight Time Accumulation
Which regional, cushy contract rules aside, would currently or is projected to allow for the fastest rate of accumulation for flight hours (and subsequent upgrade) in the first year?

Not Piedmont. It takes 9-11 months to make it from new hire indoc to OE.

Skywest CRJ is about as fast as it gets, assuming you aren't trying to get a west coast base.

Probably Mesa I’ll hit 800 hrs while biding min credit hrs.

12 months from indoc, to include all training and IOE, I had 830 hours at CP
