Default When to deliver Letters of Recommendation?

When is the appropriate time to deliver letters of recommendation? Should you submit them with your resume, or during the interview with other materials you are required to hand in? It seems like during the interview, but shouldn't LOR's help you get an interview? Thanks.

When I was searching, I attached a reference sheet behind my resume. It had the names, titles, and contact info for my three references. I took the actual LORs with me to the interviews.
