That's all about CYA. If they tell you, it gives you ammo to sue them. That's pretty standard throughout the entire economy.

Nope, I mean everywhere I've applied to in and out of the aviation industry. Engineering jobs are the same way. You might find exceptions in small operations. Generally, if they have an HR organization, they won't tell you for fear of being sued. Maybe that was the wrong word, but its not just jobs flying airplanes that won't tell you.

I agree. Nobody anywhere really tells you what went wrong, in and out of aviation.

In the HR portion, though, I asked a lot of questions which may have indicated to them that I wasn't exactly looking forward to being relocated. So maybe they didn't like that. What's most upsetting is not that I didn't get the job, but the HR lady, upon polite questioning, absolutely refused to tell me why she decided not to hire me. How is anyone supposed to improve for next time?

That's usually standard op... the interviewer will never tell you why you didn't get hired. I hope you didn't push it on her! That's a huge no-no.
