It was contract maintenence who prepared them and marked them as used O2 generators, which are ok to be shipped by air. Since most of them were full then they were supposed to have been shipped with the caps on and via truck. As marked there was nothing wrong with them. However they were not as marked.

I know every one does that. Value Jet was just an example cause untill there's a major accident public don't hear about whats going on inside. For example Alaska MD-83 crushed because the elevator jack screw lubrication was over 2 years over due. Guess what than FAA found out all of their MD-83 had the same issue, but no one knew untill overr 100 died. So that Value Jet was just an example.
