Plenty of mainline FOs who would be happy to be loaned to regional partners for those tasks provided they keep their seniority and other benefits.
Solutions to this self-inflicted wound exist but it appears that can-kicking until the next downturn (combined with constant whining to Congress and the Press) remains the default strategy.

Either bring the pilots and or planes over to mainline or shut it down.
I have zero interest in supporting the business model.

Would it be a violation if mainline offered voluntary LOA and the WO hired them as a DEC with normal seniority number? Does the contract require a new hire to resign from mainline?

You assume anyone with a ATP is desired by airlines. That is not the case. The lesson on not hiring anyone qualified on paper is getting hammered home at the airlines every day at the moment . If you have the hours and ratings and a solid background both in training events and your non flying life you will get hired almost instantly. If on the other hand you were a C student in high school, a dubious work history with no college and 2 or 3 training failures you will find it hard to land a good flying job.
