Did they mention what bases the recalls will be going to?

You will be awarded the category you were furloughed from. They also said all recalls will NOT be included in the vacancy bid 4 or 5. So if you are a voluntary that is senior enough to hold CVG and were displaced to JFK before the furlough, you will still have to go back to JFK, even though people junior to you will be awarded CVG in the current vacancy bids.

just hypothetical question here (to far down the list to think a recall is coming anytime for me) i was cvg based and moved back to SoCal when i was furloughed. Would the company have to pay moving costs for me to come back since i would be displaced? and if they did could i use that to move back to cvg and just commute to JFK? just curious

I think you get a paid move only if you are recalled back into different base than the one you had when you left.
