Am I required to sign a training contract? Yes, you will be required to sign a one year $16,000 training contract which is strictly enforced.
You are correct. The start of the one year training contract is your first day of training, and it is prorated over the course of the year (so if you resign six months into the contract, you'd be out $8,000). The basic gist of the contract is you are only liable for it if you resign. If you're fired or don't successfully complete training (or resign before the end of training), it doesn't apply.

With that said, as a matter of personal integrity I wouldn't have considered Colgan if I didn't plan to stick it out for AT LEAST the first year. For me, however, Colgan is a very good fit, for many many reasons.

Strictly enforced!! My friend quit 11.5 months into it and "they" showed up at 3:30am one night while he was sleeping -- they took $650 worth of stuff to pay for the remaining 2 weeks of the contract, tied him up in a potato sack, and gave him the sack beating of a lifetime... so watch out... I attached a picture.
