If they eliminated the red tape they wouldn't be a government agency. How would their officials be able to look into the eyes of their contemporaries at the FAA, National Park Service, etc?
Boy, imagine if the government spent some time streamlining things and getting rid of beaurocacy how many BILLIONS of dollars this government would save every year...

Here is my question:
I was attempting to try to find the regulation that requires you to actually HAVE one. I can;t find it
My technique was using the index in ASA's FAR/AIM book, and using the search function on the FAA's website. I am begining to think it is not an FAR, but an FCC regulation.

Yep, it's an FCC regulation. I believe it's 47CFR87.18.

RESTRICTED OPERATOR PERMIT
At least one person on each aircraft flying or communicating internationally must have a Restricted Radiotelephone Operator Permit. This requirement is in addition to the requirement to have an aircraft radio station license for the aircraft. No Restricted Radiotelephone Operator Permit is required to operator VHF radio equipment on board an aircraft when that aircraft is flown domestically. You may obtain a Restricted Permit using FCC Form 605. No test is required to obtain this permit. The FCC will mail the permit to you and it will be valid for your lifetime. The fee for a Restricted Permit is in addition to any fee paid for an aircraft license.

If you cannot figure out where to go on the FCC website, just call them during business hours and they will talk you through how to get to the right place. I had to find out the hard way that it is way too easy to order the wrong one, then they didn't even refund the entire cost of it!!!! The people on the phone are extremely helpful though.
