Oh,I think that is a good idea. Other airlines have these and it is a good training tool. I would be upset if it were for all FO's. Since your first year is a probation period, it makes since.

I was actually surprised when I was at Colgan that there were no probationary reports on new FOs.
However, reports such as these are not the proper form of handling underperforming crew members. It is just another way of management trying to get crew members to rat on one another and do their dirty work for them.
As you will soon find now that you have ALPA, the best way to handle difficult or dangerous crew members is through Pro Standards. Use it. It's good and effective, and keeps the company out of it, unless the situation really and truly warrants it.

When any airline offers you a job you really have to look at the whole picture. Not just the current upgrade. An fo at colgan still has a good chance at upgrading relatively quickly at the expense of short term income. They could have been at other places making more with more time off... any choice you make is a gamble.

It is a weird situation. If I had gone to another carrier instead of Colgan I may have been furloughed. If not furloughed, close to the bottom of the list. At least I have some seniority here to get schedules I want with weekends off. So yes the pay sucks, especially since I will be rocking 3rd year FO pay here in a few months. But I am glad to have a job right now with a pilot group who voted in a union, we can start to make things better.

It lets them know, from the Captains point of view, what kind of pilot you are and if you're a good employee for the company to retain.
