Default Fog or mist?

Does anyone know exactly what the difference is between fog or mist? Is it a visibility thing or is it based on how its formed? any ideas?

Fog
A visible aggregate of minute water particles (droplets) which are based at the Earth's surface and reduces horizontal visibility to less than 5/8 statute mile and, unlike drizzle, it does not fall to the ground.

According to the FAA, fog and mist are the same except that it's not called fog unless the visibility is below 5/8sm or a descriptor is used. So generally, if the vis is very low, it's fog, otherwise, it's mist.
