Being from socal, that's what I thought...

PHX has been downsized to the point where an 8 year captain is on reserve, and you need 10+ to hold a line. It is the only western base left at mesa, unless you get a turboprop, which you cannot count on (or transfer to later on).

Many folks suspect US Air will completely remove mesa from PHX in the long run.
