So if you're a 1500 CFI joining a regional with explosive growth (hypothetical), could he/she upgrade in a matter of months? Or is there a minimum required experience level at you regional?

I believe the regs require 1000 hours 121 time. So that's a year if you max out.

You need 1000 hours of turbine part 121 time. My first year with 2 months of training and then some slow months on reserve I only blocked around 600 hours. It'll likely take you at least a year and a half if you come in with no 121 time.
I've met people at my airline that upgraded in 8-10 months because they came from other airlines and already had the time.

If everyone constantly makes lateral moves to the bottom of the seniority list at the worst paying regionals to chase upgrades then there's really no incentive to stop the whipsaw. Management loves that kind of thing. Replace expensive senior pilots with cheap bottom of the list pilots.
