Excuse, has not been planned or filed higher than FL330 for years.

I think you are both correct. Hard limit is 370 but I have never seen one dispatched for higher than 330.

Maybe the 330 is an unwritten ceiling for dispatchers?

Flights were to be planned at 330 and below because when they filed 350 pilots constantly complained and leveled off at 330. The limit was 370.

The 330 limit is fine, crews rarely wanted to go above that anyway in a 200.

The 330 limit is fine, crews rarely wanted to go above that anyway in a 200.
So why the change? Did they come up with a process that now deals with the actual problem rather than treating the symptom? Did they figure that the incidents didnt happen at 330 and below so they changed their mind on the limitation? If so, it still only treats the symptom.
