Why wouldn't an airline have standby? It helps them get flights out, and most airlines these days need all the help they can get.

Regional average flight segment is generally shorter than call out times. At the mainline after a flight takes off late and they know about a possible miss connect they can re crew with short call.

Within the hour?

Usually, the few times I've been needed while on RRR, they needed me 30 minutes ago! The wheels of the scheduling bureaucracy turn slowly.
