SKW has no commuter clause, and that's better than most other airlines because
1) They'll work with you to get you back on your trip (or some trip).
2) There's no set of requirements you have to meet for commuter clause eligibility. Those requirements usually make it impractical to fly in the day of.

That is also a negative. If there are no set rules, you are at the mercy of the Cheif pilot and how his/her day is going, or if their dog died, or are going through a bad divorce. I have friends at Skywest who have told me that if you call in too many times, you are scrutinized and questioned more.
Anyway, to answer the OP's question, at XJT (which has a commuter clause), you are allowed to call out 3 times in a rolling 12 months if you have one flight that has at least one seat available (JS counts) 36 hours before departure that also gets you in 15 minutes before showtime. If you give yourself two flights, then you can call out unlimited. In either case, it will NOT count against you as an attendance event. Lastly, the commuter clause also applies to commuting by ground. So for example, if you are contemplating making your 2 hour drive to ORD in the middle of a snowstorm, you can use the commuter clause as well.
