In order to participate in the Commuter Policy: You have to list and have access to at least two flights which would position the Pilot in time for the Assignment. If you do this, there won't be any disciplinary action. You can use this exemption twice in a rolling 12 mos. You also are required to accept a reassignment or reserve if you can't rejoin your trip in some way.
My guess is, this is one of the things being worked on in the contract negotiation.

OP, I commuted over 1,000 miles each way and had to use the commuter clause a couple times. As long as you document your attempts and let crew scheduling know as soon as you can, you’ll be fine. I can’t remember how many of those you get per year - I think 2 in a rolling 12 months? Maybe someone can clarify.
The only time I ever got a call from the CPO over a commuter clause was when crew scheduling incorrectly labeled it as such, when in reality - I only listed for one flight. Completely my fault, and I never told CS to cite it as commuter clause. It was a brief, friendly conversation that resulted in an occurrence just the same as any other sick call or otherwise missed show time.
I would imagine somewhere north of 50% or more of RPA’s pilots are commuters, and they are aware of that. It’s a sore issue for many, and I expect some vastly improved commuter clause language in the next contract.

Zero leverage for the union when the company can see that people are whoring themselves out and opting into commuting all over the system to pick up flying.
