Just to play the devils advocate for a sec, if he ditched so close to shore in 3 feet of water because he didn’t have any survival gear then endangering the general public by doing so.....mmmmm

That's a real stretch, never make it stick unless he confessed. More liklely he ditched close to shore so maybe he could rescued if knocked out or injured, that's what I'd so. Or because he ran out of alt, A/S, and ideas. If he hit somebody, then his priorities were wrong... but he didn't hit anybody.

Well there appears to be more.
If you can’t be bothered to watch the video:
*pilot did not show for the mandatory pilot pre-show briefing
*pilot was warned several times about trailing smoke but decided to make a second pass along the crowd line anyway.....after which his engine failed.

My (and your) gut feel about the safety gear may not have been far off the mark. Also checks with my experience with collins foundation years ago.
