The mil / BS / AS total time provisions are separate from (but entirely interchangeable) with the age 21 and 200 XC provisions.
Example: Mike "Tequila" Sunrise got a PPL in HS, flew his Dad's Cessna a lot, got some junior college credit (partly concurrently with HS), joined the Army Guard as a warrant helo pilot at age 19, finished training and released to traditional reserve status at age 21.
Assuming he meets the other provisions of 61.159, he can get a regional airline job and R-ATP with:
750 Hours TT
200 hours XC
Age 21
He needed the college to get hired by the AG, but does not need any college credit or degree to take advantage of the mil, age 21, or R-ATP XC provisions. He could use all, any, or just one of those provisions as needed.

There may be 166,000 ATP's, but the 121 carrier where I work is hiring them at minimal experience levels.
!800 hours could get you into the right seat of a widebody as an RO on long haul flights.
5 or 10 years ago, it would have gotten you a TBNT letter.
