Some injuries reported. On my phone and can't post links. It was an ATR 72.

BBC News - Taiwan TransAsia plane crash-lands in Taipei river
Saw that there are photos online as it crashed. It passed over a road in a severe left turn. Left wing appears to have struck the road and possibly a vehicle.
The is an obvious speed difference with the propellers. The left is spinning slower.
They looks like stills from a dash-cam. Trying to find the photos on a news site.

Did it look like to anyone that the right engine was feathered in that twitter feed?

And once again we see the irresponsibility of even the major news networks allowing untrained "journalists" to comment, codify and speculate. Accidentally clicked a Googled link to a CNN segment where upon the talking head says "the pilot tried to 'tip' the plane".
It seems no matter how many times we point out a need for more responsible reporting, there's always a Richard Quest wanna be in the pipeline with little to no editorial supervision.

Based on the nose attitude and the result, looks a lot like a Vmc rollover to me.
