I believe what he meant to say was "IF YOU INTEND TO WORK AND NOT TAKE A VACATION, then don't sell it back as described in the company email, but rather pick up 8 or 9 triple premium days during your vacation so you can make mad more dollars." That's not a work action, that's just a legal way to maximize your compensation.
