Are the lead times for JS to work based on the day of travel or the day your trip starts?

For Example you have an early sign in on Sunday so you want to travel in on Saturday. Which day determines your lead time?

It’s travel day. In your example, for a Saturday travel day you could book it noon the Sunday prior.

FOM 26.3.1. Day of travel is first day of your rotation, or the day prior if you are on reserve. If you have an early signin on Sunday, you aren’t supposed to reserve the jumpseat until Monday at 1200 Est.

Not correct if you are a line holder. If you find a line holder is using travel day versus first day of report, call the Chief Pilot Support and they will remove said person from jumpseat and put you on it.
