As I read it, technically, yes, but probably not what you're thinking.
It is possible...during reassignments. As positions become available to bring people off 30hrNFS, it's a seniority based proffer. If a senior pilot doesn't want that position (NYC220B, for example), they would stay on 30hrNFS while a junior pilot would get the slot, either on proffer or inverse assignment.
