No, you need to have an agreement with each UAX/DCI carrier. the only reason you cannot access the cockpit on a UAX flight without a UAL agreement is because the CASS codes will ONLY look at what UAL has in their system, not any of the UAX agreement CASS codes.

Found a nice site. It lists the airlines and whether they require recip agreements.
