I wanted to follow up on this accident. Was it really a fogged up windscreen that caused the accident? Sounds a bit odd.

You could google the accident and get the boards findings as to the cause of the mishap.

It sounds like somehow you know the landing was "high speed" (i.e. higher than normal?) - assumption or actual fact?
To answer your question, I don't think a fogged canopy could have that result unless it resulted in distraction. Speaking generally, I supposed it could prevent visual assessment of speed and runway remaining if forward visibility was impaired - but I'm not familiar with the specifics of the report.
