We do overnights (read: multi-day trips) system-wide as of yesterday. Before there were areas that were all day trips.

If you're on an overnight, it's just like everywhere else, you collect per diem from report time on day one to check out on the last day.

Like me - I think he is trying to say that he does not know of the "duct tape" comment shortly after 9/11 and how it applies. I don't either. In case it was a deeply political comment, and the explanation of such would end up violating the TOS, maybe send it via PM.
