Sounds like it's mostly to do with NDR checks, and involves guys hired before PRIA was even a thing. Could it be getting ducks in a row for an integration database?

if I was one of these lucky bastards I'd keep track of all the trip I was legal and would have been awarded in open time and submit for error pay.
I know this works when there is some kind of administrative error.
