Default Government-issued Photo ID

Hi, lets say im a foreign non us citizen on vacation. I dont have a drivers license, nor a state id, nor a us passport but i do have a faa pilots license.

Is my countries official passport valid as a government photo issued id?? ( example= germany passport)

Yes, they will accept foreign passports. From 61.3 (a) (2)

The photo identification must be a:
(i) Valid driver's license issued by a State, the District of Columbia, or territory or possession of the United States;
(ii) Government identification card issued by the Federal government, a State, the District of Columbia, or a territory or possession of the United States;
(iii) U.S. Armed Forces' identification card;
(iv) Official passport;
(v) Credential that authorizes unescorted access to a security identification display area at an airport regulated under 49 CFR part 1542; or
(vi) Other form of identification that the Administrator finds acceptable.

Now here's another question, let's say (assuming you're US citizen) you're aged 16-18, don't have a driver's license yet nor a passport. Is your high school or middle school photo ID (assuming you go to a public school) an acceptable means of government-issued identification?

I asked our TSA inspector this same question as we have several 14 year olds flying at our school. He said yes as public school districts are run by the government. We didn't discuss a private school ID. He is also OK with a passport card, which can apparently be used for travel to select countries only.

Several months back I lost my driver's license while on a trip. To this day, no idea where it went. I didn't have my passport with me, but I did have my Texas concealed handgun license. It's a government-issued photo ID, but I called the Ft. Worth FSDO to verify before flying back and got affirmatives from two different inspectors, one of whom was nice enough to fax over something in writing that they had spoken to me.

The woman I spoke to who faxed the paper over said that I shouldn't have any problems with it (which fortunately I didn't) since it's government issue, has a current picture, and - in her words - "looks official".

Of course, we all know how wonderfully aligned all the FSDOs are in their views...

With respect to (v): TSA refused to recognise my ORD airport security badge as a second form of government issued photo ID at the ORD KCM checkpoint in Terminal two yesterday.

Texas CHL is issued by the DPS, same folks that issue your driver's license. Just not the same office.

As to TSA not taking an ORD SIDA badge at ORD, you can't make this stuff up.

Since all the other credentials must be issued by the Federal government, a State, the District of Columbia, a territory or possession of the United States, the U.S. Armed Forces, or a U.S. airport authority, I don't get a warm fuzzy that a French passport fits the bill, just from reading this paragraph. Do you have a more definitive source on this very fine point?

I actually get the exact opposite feeling...that if it had to be a US Passport, they would specify that, since every other section specifies which versions (federal, state, etc.) are permitted.

But I'm no aviation attorney.
