747-400 and 747-400ER are limited to 15 degrees of bank between flaps up (Vref + 80) and flaps up plus 20 knots (Vref + 100) when above 680,000 lbs. Therefore maneuver speed is Vref +100 kts during climb out. At max takeoff weight for 747-400 (875,000), Vref +100 is 283 knots. For the 747-400ER, Vref + 100 is 286 knots.
Flaps UP speed on the 747-8 is defined as Vref +100, and at 990,000 lbs, this speed is 285 knots.
These "clean" maneuver speeds are the default FMC climb speeds to 10000' displayed at 3L on the VNAV climb page.

I didn't want to go into all the details, but like I said, 280-290 is what I've seen when heavy. Never 320knots!

Little bit surprised by some of the comments! I know for a fact that my company got a nasty gram from the FAA for exceeding the 250 below 10 out of ORD, even though this was below our min clean speed!!! This was flying a B747. We got a company note to specifically ask if we could fly faster than 250, if not granted , we had to climb out with flaps 1 out of 10.000! Strangely enough, the states where the only place that would be difficult about it. All the places in the world would not care if you exceeded the 250/10.000 rule during take off at heavy weights!!

ORD 9 speed restriction
The ORD 9 SID has a speed restriction posted in the upper right hand corner (Jepps) " SPEED: All turbojet departures in all directions: MAINTAIN 250 KT UNTIL ADVISED BY ATC"
I suspect the posted speed restriction in this specific SID is the reason for the letter.
The 250 is specific to the SID not to the U.S. Airspace.
