Default Duty Time?

I have read that an airline called Cape Air pays by the duty hour. I have also been hearing that pilots represented by IBT have been getting paid in a way that also reflects the duty hour. Is this true, and how?

Flight Express paid by the duty hour way back when I worked there.

Lots of part 135 outfits will do this because some trips have you flying out somewhere and sitting for 7 or 8 hours then flying back. Not really fair to get paid only by flight time when 3/4 of your job is waiting.
