West Coast to Manila; Ever?!

I usually travel to the Philippines a couple times a year and I am wondering why United does operate a West Coast from LAX or SFO nonstop Manila? I understand ex CAL Micronesia has some agreement between Guam to Manila however those flights are usually oversold, I cannot understand why United who operates that base, and those routes, cannot start a West Coast to Manila? What are the formal or informal agreemens and how long do they last? I think United would do very well with Dreamliner service between LAX/SFO and MNL. Philippine Airlines is the only one that currently operates that route.
