Default Care act

I thought most of the act was to cover payroll per the Kirby video. The company is obviously overstaffed why not offer more money for the srl the company isn't paying for it.

It is “calibrated” around payroll and the intend is for this money to flow through to the employee groups.

But they also have other fixed cost to pay - buildings, aircraft leases etc. and yes, they get to keep what they don’t spend in payroll until Sep 39 and either pay for other stuff or keep playing the ESRL game last September 30 and don’t immediately furlough.
