From my understanding, if you get a CA slot as a new hire, until you upgrade you can bid in vacancies as both a FO and a CA. So you could theoretically be assigned EWR CA in indoc, bid for IAH CA in a vacancy while still a FO, be awarded it, and then when you upgrade it will be as an IAH CA.
Of course, that's dependant on there being IAH openings, but you get the principle.

None of us know how many IAH bids will be coming, but the good news is that the demand for IAH 737 Captain slots from the current pilots seems to have been mostly satisfied. So, as bids come out, the vacancies are filled by pretty junior folks. Not yet unfilled mind you, but pretty junior. If bids come out in very small numbers or are only opened through the backfilling of those leaving, it will take awhile for a 17000ish seniority person to get to IAH, but if we end up with some good size bids (like when 787 deliveries start ahppening again-c'mon Boeing) then the movement could be prettty quick

They did not bid Captain in indoc. They were one of the folks that bid captain after indoc but before they were eligible for training. (Newly eligible under UPA23)
Not that someone couldn't do that ... but nobody who has gotten captain in indoc is yet senior enough to do so. The 737CA plug the last bid was >2000 pilots off the bottom.
And if senior captains leave IAH for better gigs ... there will be people interested in being senior in Houston.
