Exactly, duty rig and scope will do more than "anti-furlough clauses". Disallow outsourcing of pilot jobs and force the company to schedule efficiently and your more than halfway there.

I agree. Scope and work rule improvements are better than a "no furlough clause". I've seen how well those work.
