Default X's on reserve list?

Looking for some help from those that are CCS savvy. Does anyone know what the X's next to some peoples names on the reserve FIFO list mean? Thanks.

They are under 100 hrs, so the schedulers know who still needs consolidation.

It show me waived in July and I haven't waived a thing. In fact I'm still on IOE until Monday.

I may be off on the exact contract percentage but if you aggressively pickup 5/9ths of guarantee in a month you are automatically deemed to have waived whether you call and waive or not.
