They lowered the turbine PIC from 1000 to 500. Maybe that was it?

Doubt it. Lots of guys with way more than 1000TPIC still stuck in the "on-file" zone.
On-File... you cannot update your stuff
Active... you can update
Nobody seems to know magic formula for going active, but seems to involve attending job fairs, having internal recommendations, or having been an intern at some point.

There's no logic when it comes to our online application. One day your app will be active and then it'll be on file, and then maybe it'll be active again, and so on...
On airline side we're now switching to a VPN-based web interface called checkpoint which is about as logical as the online application. Guys & gals are having all kinds of issues with it BUT the Borg has decided we're switching no matter what!
Someone must've been wondering if there's a way to make our pilots' online experience any more convoluted? (we have 3 different web portals, all being used for different tasks )
How about the online application software???! It seems to be confusing enough!?! Score!!!

I've been able to update my application over the past few months. I recently went to obap to speak with the recruiters and coincidentally my application is now locked and will not allow me to update anything, it still says active though. Any ideas why it may have done this?
