Default Retirement Requirements

Is there a minimum age and/or minimum tenure required in order to receive the A Plan upon retirement? IOW, is a pilot required to serve at least 10 years or be at least 60 years old (do any such parameters exist)?

The short answer is no. If you take it before 60 though there is a pretty steep penalty.

Zero penalty if you wait until 60 to start getting paid.
