I know what the language says. I also know if you read further down in the paragraph, it says "Vacancy bids, which are available to be bid electronically, shall be posted for a minimum of fourteen (14) days."
All I'll say is look at the publish date, open date and close date of any Vacancy Bid during the time you've been here...then do the same for any Realignment/Displacement Bid.

B. I know what the vacancy window language says too. Wouldn’t it have been easier to explain the discrepancy between 28 vs 14 day requirements? (For those interested, see footnote). My argument is that there’s more than 14 days at play here, in general. Heads up notices on upcoming system bids are typically made by the company. For example, CPIL announced 24-102 vacancy bid a few days ahead of posting and I’m sure I had close to a week on my bid for upgrade.
The company also isn’t going to start calling new hires for a class 2 weeks out while issuing a simultaneous vacancy bid. Training dept needs more time to coordinate schedules, classroom, sim, and IP availability, then there’s background checks, hotel bookings, urine tests, people needing 2 week notices, etc. Sorry man, no way they are going to do things that quick nor would they be even capable if they wanted to.
One way or another, folk are gunna know about a class at least 4 weeks prior to its start date and that is my point here.

The entire system bid (= vacancy bid + training bid) is what’s open for a minimum of 28 days. The vacancy portion is open for a minimum of 14 days.

A timeline such as the one I discussed would be extremely tight, but it is absolutely possible in the sole context of running a bid to provide vacancies for newhires. I completely agree that candidates would have to be notified of a class date start prior to that, 4-6 weeks is definitely more "normal" in that regard. Perhaps we were talking past each other a bit on that point.
Here's to hoping for another system bid and newhire classes announced into 2025!

Think about it this way: Vacancy Bids will be open 14 days, while Realignment and follow-on Displacement Bids will be open 28 total days (14+14). And as you said, the Vacancy + Training Bid total footprint tends to be 28 days.

I think the main point is that the company could fill classes for all of next year today and wait to hold the system bids that make them legally possible until much closer to the class dates. The company holds all the levers in this process and can manipulate them a variety of different ways.

Collections -> schedule & sys bid -> and so on only presents the 24-102 Bid. Everything else is bid awards and not that many of them.
IPA website has no postings for 2023 and 2024, just awards.
I just spoke with a couple instructors - got the shoulder shrug in terms of 2025 hiring.

the class starting this week looks like 12 new hires and only 74/Md. That would leave I think 10 or so vacancies left. Maybe just a small class in late Jan if they don’t do a bid? But I’ve heard rumors of a Jan 7 bid as well
