You have to remember, the legacies have amassed a big stack of qualified applicants over the last 10 years. I suspect this coming year is when you'll see the hiring dynamics really start to change. It's exactly why United has started Aviate, and Delta has made the DGI easier to get through.
The majors know what's coming (now). They've sat for so long, what they're doing now is more of a "brace for impact" than actually creating programs that will satisfy their needs in the coming decade.
