Has to be, because the record keeping of "fully vaccinated" is totally unworkable (I.E.: Which vaccine?, when administered?, which booster?, by which state/national government standards?, and on and on.)
US gov has always known this, hence the push back enforcement of the "mandatory" OSHA vaccine regulation which was originally for Sept, then pushed back to Oct, then December, now January, with court cases being brought by deep pocket state governments.
Relying on an 1905 SCOTUS decision, pre W. Wilson and FDR expansion to a federal managerial state manned by professional bureaucracies, who's original penalty for not taking a vaccine was $5 (that's it.), is pretty shaky ground for the kind of massive penalties and enforcement OSHA is now demanding; the federal government knows it.
Endemic, not pandemic, and these two pills will be the new "Tamiflu".
