Crazy guy at the airport? I'm biased towards the mil perspective but I'd tend to assume the guy might have a bomb or weapon on him and would want to positively control him until rendered safe. Plenty of guys in the desert got blowed up because they weren't quite paranoid enough.

A neckhold isn't police brutality, using it to kill someone might be.

That and who knows what he was on. Strong enough, and that fall may not be felt until after it wears off.

Especially if he has a knife, femoral artery is right there.

If you must kick, go for the knee. If he bends over to grab that you can probably safely punt his face.
