Isn't the requirement 'by Oct 1st'? So why the concern about any day before then? If a delay helps make it more accurate we should welcome that.

Probably not if your not one of those 25 LAA pilots that would have your career potentionally hammered by being unnecessarily put further back on the combined list so the arbitrators could "guess" at the number of Letter T pilots that will return or not return.
