Default Flight review

Can a flight review be conducted by multiple instructors? Example, one instructor did 1.5 hours flight time with them then another did 1 hour of ground than only .7 hours flight for a sign off from that instructor?

would you want to certify something someone else did? Afterall, if you are the one signing off, you are also the one who assumes possible liability

Lets say it was done by the owner of my flight school, they had two flights logged previous which were obviously part of the flight review.

61.56 (c)(2) A logbook endorsement from an authorized instructor who gave the review certifying that the person has satisfactorily completed the review.

I read this as: You can only certify the services you have performed, you can't sign off on someones behalf.

Short answer is no. Minimum of an hour ground and an hour flight for a sign off. A CFI would be sticking his neck out if he signed you off after .7 in the sim and something happened afterword. Most likely the CFI is going to want to spend at least that with you in order to sign you off.

I'm a new instructor... What I was told by the inspector was "if you don't fly you don't sign".
