If you have an airplane with 50 seats and only 14 pax on board how many flight attendants do you need?
This is the part 91 reg I found:

I'm sure its different for Part 121? Whats the reg number? Trying to prepare for an interview and this was a Grey area... thanks.

In 121 it is 1 FA for every 50 seats installed on th AC. It doesn't matter how many Pax are on board, you still need the full compliment of FA's for 121 ops.
19 or fewer seats means it sux to be the FO (ie no FA required).
