How does one get a copy of their training records..

You can always go look at any file your employer has for you - they may or may not let you copy it. Sometimes if you request (nicely) from the keeper of training records (maybe Crew Quals) they will send you a copy out of the goodness of their heart. But there is no legal requirement for them to do so until a PRIA is requested and you've checked the box asking for a copy be sent to you as well. (This is done on the release form.)
