Default ATP Written

So if somebody has an ATP written (taken prior to the cutoff date for that silly class they now require) they can use it for new hire training at a 121 carrier (and issuance of ATP w/ type rating) after the cutoff date... correct?

Yes, but it is only good for 24 calendar months. The old rules of writtens not expiring are long gone now.
