The LPV and LNAV/VNAV minimums were NOTAM'd out, but the VNAV version of the RNAV approach to 23 was available, which would have allowed a landing on runway 23, a longer runway even with the first ~1800 ft displaced, plus the headwind vs a crosswind on runway 14. It has me triple-checking NOTAMs, which are very awkwardly written, especially the international format. There is a better way to present that information, especially with technology available today.

The second main paragraph in avherald link says tower reported winds on initial contact were 26014, 90 seconds later 26016G21, shortly prior to touchdown 25015G21. That works out to tailwind components of 5 to 11 knots on the landing runway throughout the approach. (7 kts, 8 kts gusts to 11 knots, 5 kts gusts to 7 kts, resp.)
