How will this affect Air Force One? Doesn't the DOD require it to be a 4 engine plane?

no effect. Likely it’ll be the same as the long out of production H-3 helicopter that still flies daily as Marine 1, Boeing will keep the spares in a low production as-needed rate.

Those airplanes already exist. They were white tails that the government picked up and are modifying.

Not the DoD rather it’s the Secret Service which levies that requirement.

You lose an engine somewhere you can keep going on three engines if that’s the best option. You lose an engine on a Triple you stand around twiddling your thumbs.

It will be an interesting side mote, the President of the United States flying around in an airplane built for Russians.

President flies all the time in a 757 when 747 doesn’t fit

but I think there a factors beyond CASM going into the airframe choice
