With the Hong Kong FDA, seems like the simple solution would be to DH the Subic Guys to HK like a mini SIBA, wouldn't that save the cash..? and I'm sure most of those guys would be more than happy to stay in the PI and commute to HK (cost of living-wise)

with all this dicking around with aircraft transitions and messing up FDAs and bids, I'm sure our competition is loving it...
