Just a guess...
But, I would think those being STV'd will be notified well in advance of the monthly bid. Think about it. They'll know in a couple weeks, just how short they are of permanent crews.
The voluntary STV's will probably be bid on like SIBA is now. And, that's 7 weeks or so, in advance of the 1st monthly bid closing.
However, I'm just trying to use logic...What was I thinking???

I am sure the voluntary ones will work out fine. I just think one set of rules printed in advance keeps the game a whole lot friendlier. For example, I still don't know if someone can get out of a Dec invol by volunteering Sep-Nov. Common sense says yes but a lawyer would disagree.
