FDX: Don't bid HKG
With the latest bid cancellation we have been given an opportunity to fix the HKG LOA now, versus wasting valuable resources on it during our next round contract negotiations. With Subic closing, the company desperately needs to fill those remaining 30 F/O slots in HKG. If they remain unfilled after this bid, the company will be forced to renegotiate the LOA or do SIBA, which is a much better deal for us but still won't fix their manning problem in the long run. This is some serious leverage that our Union can use to fix this LOA once and for all without having to revisit it again in a couple of years.
If you’re a junior 72 SO, you can't be forced to go to HKG so you can't be displaced anywhere. And definitely don't bid HKG for the widebody FO pay. With the high cost of living in HKG, you'll make more money flying extra in MEM or using your free time sitting R24 at home working a side gig. It sucks being poor, especially in a foreign country. Think about it.
If you know anyone considering HKG please tell them not to bid it, and if they already have, tell them that with the free fall of the US dollar and the pitiful move package offered by our current LOA, they really can't afford to go and to reconsider signing that letter of agreement. If they really want to go, wait until we have a fair and equitable LOA.
The bid cancellations suck and being displaced sucks, but in the end we'll still have our jobs and there will be another bid. FDX will survive. We will survive. So in the meantime, let's get this LOA fixed now.

I agree with you about getting the LOA fixed, it was a major POS in the first place. But if you don't think those 30 slots are NOT going to get filled, and filled by some senior folks, with the current situation going on your dreaming.

I disagree...
I believe everyone being excessed, senior to the junior pilot awarded HKG Captain, should be bidding HKG Captain as their first choice. All current (07-03 and 08-01) HKG Captain awardees will have a two year seat lock once activated. On bid 08-02, all excesses who bid HKG Captain, senior to the junior HKG Captain, will receive passover pay, once the junior HKG Captain activates. All of the HKG Captains seats are full, therefore, the excess pilots that bid HKG likely will not be awarded HKG, but the fact they are senior to the junior HKG Captain will trigger so much widebody passover pay that the company would be foolish not to revisit the LOA and possibly cancel and rebid HKG as well. This all works because the company cannot award a bid that would create an FDA excess.
I am one of those junior captain awardees, but we need to get this FDA LOA fixed, even if it means I lose my 10 year early widebody Captain seat award.
There is an out if you are awarded HKG Captain and you don't want it; don't sign the letter!
This is just my understanding of the contract. Please correct me if I am wrong. I want to mislead no one.

Excess Crew Positions
Pilots shall be excessed from crew positions in seniority order from among those pilots who bid to relieve that excess. If an insufficient number of pilots bid to relieve a crew position posted as excess, pilots shall be excessed from that crew position in reverse seniority order. Except as provided in Section 24.C.6.b., a pilot who has been excessed, or who has bid to relieve an excess, shall be awarded another permanent crew position in accordance with his seniority and standing bid; provided, however, no pilot may be awarded or assigned a crew position at an FDA base that would cause an excess at that base.
If HKG CAP is already filled, bidding to relieve by going to HKG doesn't seem to be an option available. So, they won't award it to you, and not having the award means no passover. Just the way I read it, could be wrong. (edit: reply added, and corrected in follow on post)
